The shovel is located in the cave to the west of the big snowy mountain. You will need the Rebreather and the Rope Gun to traverse the Shovel Cave. This tool is a metal shovel with a sharp edge. It appears to be modelled off of a Dohiker Survival Spade. The shovel is used to remove voxel patches of soil in small segments- though it doesn't currently provide the ability to fill holes back in. It is needed to access the Maintenance Bunker A which contains a Firefighter Axe, Tuxedo, Laser sight, 3D
